A security guard stopped a 5-year-old collecting goose feathers and escorted him home because someone in the neighborhood was alarmed.
Virginia had passed a law in 2023 specifically protecting parents who allow children to walk outside alone.
What Williamsburg prosecutors did next reveals exactly who Virginia's justice system protects – and who it punishes.
Virginia Passed a Free Range Parenting Law and Then Convicted Her Anyway
Virginia's Reasonable Childhood Independence Act passed both legislative chambers unanimously in 2023 and was signed by Gov. Glenn Youngkin.
The law states that allowing a child to engage in age-appropriate independent activities without adult supervision is not, by itself, grounds for an abuse or neglect finding.
Walking half a mile through a gated community with 24-hour security, a 25 mph speed limit, and three golf courses to collect goose feathers qualifies.
Karyann Parkinson, 36, had spent her professional life studying exactly this kind of thing.
She graduated Brigham Young University with a degree in family science, spent three years as a live-in behavioral specialist overseeing 35 at-risk girls, and interned at the Institute for Justice while attending William and Mary Law School.
She was preparing for the Virginia bar exam when the incident happened.
On June 5, 2026, Parkinson and her 5-year-old son Sam had already biked together through their Williamsburg neighborhood that morning.
Sam wanted to go back to the familiar path near the pond for more goose feathers.
Parkinson said yes and started making lunch.
Twenty minutes later, a security guard brought Sam home.
By the time it was over, three police cars, a security vehicle, and two Child Protective Services workers were parked outside her door.
Parkinson was eight months pregnant.
The CPS worker who saw Sam that day testified he appeared happy and healthy.
None of that stopped the conviction.
What the Same State Does for Illegal Alien Killers
A James City judge convicted Parkinson of contributing to the delinquency of a minor – a Class 1 misdemeanor – and placed her on Virginia's Child Abuse and Neglect Central Registry for seven years.
The six-month jail sentence was suspended, pending good behavior and CPS compliance.
She will not be allowed to volunteer in Sam's classroom until he enters sixth grade.
Her attorney argued the "delinquency" charge was a deliberate workaround – a tool to prosecute a parent that the 2023 independence law had specifically shielded from exactly this kind of conviction.
Parkinson has appealed.
Two hundred miles north in Fairfax County, the picture looks completely different.
Steve Descano – the George Soros-backed Commonwealth's Attorney – spent years dismissing charges against criminal illegal aliens with active records.
Illegal alien Abdul Jalloh accumulated 18 arrests between 2023 and 2026.
Descano dismissed nearly all of the charges against him.
Jalloh ultimately killed Stephanie Minter.
In December 2025, Descano's office released another criminal illegal alien despite an active ICE detainer – one day before that man shot and killed a Reston resident inside his own home.
Jim Jordan hauled Descano before the House Judiciary Subcommittee in May 2026.
Former Virginia AG Jason Miyares testified that Descano's policies represented "a deliberate choice to put a violent criminal back on the street."
The Department of Justice launched an investigation into Descano's office for allegedly offering preferential treatment to illegal alien criminal defendants over American citizens.
A Fairfax County judge told a child rape victim: "Your government has failed you."

Virginia Put Her on the Child Abuse Registry and Let Killers Walk Free
There is a name for a justice system that hammers law-abiding citizens while shielding violent criminals: anarcho-tyranny.
Virginia just put a face on it.
The same state legislature that unanimously passed the Reasonable Childhood Independence Act allowed prosecutors to bypass that law to convict Parkinson for a neighborhood walk.
Descano's office, meanwhile, handed freedom back to a man arrested 18 times before he killed an American woman – and freed another killer with an active ICE detainer the day before he murdered a man in his own home.
Parents who let their children roam the neighborhood in 1975 were not criminals – they were normal Americans who understood that reasonable independence builds capable, resilient children.
Virginia's legislature agreed in 2023.
Virginia's prosecutors just disagreed – and put a mother of five on a child abuse registry to prove it.
Parkinson's appeal is scheduled for September 16 in James City County.
Every law-abiding Virginia parent should be watching that courtroom.
