George Soros has spent hundreds of millions of dollars funding groups that design and run American elections.
Now a box of Maine's absentee ballot envelopes has turned up at one of those groups.
What Maine's election official did when investigators tried to find out how it got there is what makes this bigger than Maine.
498 Missing Maine Ballot Envelopes Traced to Soros Dark Money Network
On September 10, 2025, a Massachusetts printer shipped 62 boxes of blank absentee ballot return envelopes to Maine election officials in Augusta.
61 boxes arrived.
One didn't – and three days later, it surfaced at a residential address in Cambridge, Maryland.
That address belongs to the Center for Civic Design, a left-wing election nonprofit with direct financial ties to the Arabella Advisors dark money network.
Center for Civic Design received $138,000 in New Venture Fund grants between 2020 and 2022.
New Venture Fund is Arabella's flagship fund – the same Arabella network that has received hundreds of millions from George Soros foundations, and whose nonprofits pulled in a combined $2.4 billion during the 2020 election cycle.
CCD's own executive leadership has included people who previously worked inside the Arabella organization.
Ballot envelope design is Center for Civic Design's specialty – not a side business, but what the organization was built to do.
Maine Democrat Secretary of State Shenna Bellows, while still a state lawmaker, co-sponsored automatic voter registration legislation that CCD helped develop – and the group later tested Maine's election materials directly.
Maine's blank ballot envelopes – each one a piece of official election infrastructure – were redirected through a UPS facility in Massachusetts and delivered to that organization's front door.
A CCD employee told investigators the group had received roughly 100 envelopes and secured the package – but detectives counted 498, and the printer confirmed CCD was never their customer.
Maine Election Integrity Investigation Closed Without Answers After AG Refused Subpoena
UPS told investigators a subpoena would be required before they'd provide tracking and surveillance records – but Maine's Democrat Attorney General concluded there wasn't enough information to issue one, and the case was closed with officials noting the reason for the redirection "remains speculative."
Bellows announced Maine would switch to a different shipping carrier, citing UPS delivery failures.
She never pursued the subpoena UPS said was required for deeper answers, and she let the investigation end without a public word about it.
In January 2026, Bellows and Deputy Secretary Julie Flynn testified before the Veterans and Legal Affairs Committee and told members neither of them could identify the organization by name.
A Freedom of Access Act request filed in February went unanswered for 228 days, and Republican lawmakers said Bellows ignored their direct requests for the same information.
Center for Civic Design's name came out only in late September 2026, just weeks before polls opened.
In early October 2025, a Newburgh resident had already found 250 live absentee ballots inside an Amazon shipping box delivered to her home – a separate incident Bellows also promised to investigate.
When the envelopes first went missing, Bellows vowed to pursue the "bad actors" responsible for what her office called one of the worst election security breaches in decades.
Neither case produced a public explanation of how Maine's official election materials ended up in private hands.
Shenna Bellows Is Running for Maine Governor While Hiding a Ballot Security Breach
Bellows ran for governor this year while serving as Maine's chief election official – and the Maine Republican Party demanded she relinquish all elections authority the day she announced her candidacy.
She handed day-to-day elections work to Deputy Secretary Julie Flynn, lost the Democrat primary in June, and is still Secretary of State overseeing November's election.
Her office spent seven months refusing to name the Soros-connected group that had the state's missing ballot envelopes.
The money trail from Soros to Arabella to New Venture Fund to Center for Civic Design runs through tax filings that are public record.
Maine cast more than 380,000 absentee ballots in November 2024 – one of the highest rates in the country – and the groups Soros funds have spent years building the infrastructure that processes them.
The state’s AG refused to pull the records that would explain how the envelopes got there, Bellows spent months claiming she couldn't remember who had them, and Republican lawmakers who asked directly were never answered.
Maine voters casting ballots this November are doing so under an official who spent the better part of a year hiding where their ballot materials went.
