Nikki Floris ran the FBI's Foreign Influence Task Force – the FITF – from mid-2019 through mid-2022.
Her job, officially, was to protect American elections from foreign interference.
The Justice Department says she used that position to lie to Congress about one thing in particular: whether her task force had any involvement in the FBI's investigations of Hunter Biden.
She told the House Judiciary Committee it didn't.
FBI Director Kash Patel says the documents, the communications, and the witnesses all say the opposite.
Floris and her former subordinate Bradley Benavides each surrendered Friday and appeared in federal court in Washington, each facing up to five years in federal prison per charge.
The Shadow Government Text Floris Wrote While Running an FBI Election Interference Operation
In late September 2020, a field office in Albany sent up a report from a confidential source claiming China was printing fake driver's licenses to stuff Joe Biden's mail-in ballot totals.
FBI headquarters pulled that report off the wire within minutes, at the direct request of officials including Floris – because one day earlier, Christopher Wray had told Congress the bureau had seen no "coordinated national voter fraud."
The Albany report undercut that testimony, and killing it kept Wray's story clean.
In the middle of coordinating that recall, Floris sent a message to her colleagues: "I'm basically running a shadow government across the FBI at this point."
When Kash Patel announced charges this week, he quoted those exact words.
"Both testified that the FITF was not involved in the Hunter Biden investigations," Patel said. "Documentary evidence, contemporaneous communications, and witness accounts contradict their testimony."
The Senate Briefing Grassley Called a Russian Disinformation Hoax Against His Own Investigation
On August 6, 2020, Senators Chuck Grassley and Ron Johnson were weeks away from releasing their report on Biden family corruption.
Floris and her subordinate Bradley Benavides walked into their offices uninvited and delivered what Grassley called an "unnecessary" briefing – reading from an ODNI script, not FBI intelligence.
Floris admitted as much under oath years later: "ODNI owns this whole process."
Within days, that briefing leaked – giving Democrats exactly the story they needed: that Grassley and Johnson's entire Biden investigation was a Russian disinformation operation.
Johnson described it after Friday's charges: "Floris and Benavides provided an unsolicited briefing to me and Grassley in August 2020 – then someone leaked it to the media to smear me. There is much more to this story and more players involved. I certainly hope the FBI and the Justice Department use these charges to extract and expose the whole truth."
Former FBI congressional affairs chief Marshall Yates called Floris the "self-described leader of the shadow government" on the John Solomon Reports podcast Friday, saying the charges represent "a very good step to draining the swamp."
Operation Round River and the Deep State FBI Weaponization List That Targeted Fox News
Operation Round River – the covert FBI counterintelligence program Floris's task force ran – launched in December 2019, right as Trump's first impeachment was underway.
Under Floris's watch, the FITF built a spreadsheet listing more than 70 people and organizations it labeled "conduits" of Russian disinformation.
On that list: Grassley, Johnson, Jim Jordan, Rudy Giuliani, and Fox News.
The Bidens, Hillary Clinton, and Barack Obama were listed as "targets" – the people being protected from investigation, not investigated.
The task force also ran the "Protected Voices" program – FBI back-channels into Facebook, Twitter, and Google to flag content Floris's team called "foreign disinformation." The accounts they targeted had nothing to do with any foreign country. Floris's team just didn't like what they were posting.

For six years, Republicans named names – Strzok, Page, McCabe, Rosenstein – and watched every single one of them walk free.
Kevin Clinesmith falsified FISA documents to spy on a Trump campaign aide and walked out with probation.
Inside the bureau, the lesson was obvious: target Trump's allies and face no consequences.
Patel says the paper trail, the internal communications, and the witnesses all tell the same story about Floris and Benavides.
Floris's attorney calls the charges "nonsense" filed "on the say-so of politicians, not on the facts."
Floris bragged in writing that she was running a shadow government, delivered an ODNI script to senators and called it an FBI briefing, and personally helped coordinate the burial of the Albany report to protect Wray's congressional testimony.
Then she sat in front of Congress and swore her task force never touched the Hunter Biden investigations.
Kash Patel just made her say it again – this time in federal court.
