How Biden Killed Obamacare Verification and Opened the Door to $10 Billion in Fraud
When Joe Biden took office in January 2021, roughly 10 million Americans were enrolled in Obamacare.
By 2024, that number had exploded to 22 million.
Democrats celebrated it as proof their program worked.
The Trump administration's HHS report tells a different story.
Improper, phantom, and fraudulent enrollments peaked at 5.6 million people in 2025 – meaning at the high-water mark, more than one in four enrollees had no business being on the rolls.
Biden's team gutted income verification, threw open year-round enrollment with almost no screening, and handed out subsidies so generous that millions of plans cost enrollees nothing every month.
No premium means no monthly bill.
No bill means most people never know someone enrolled them.
Rogue insurance brokers figured out the math fast.
Sign someone up for a free plan, collect the federal commission, and the enrollee never finds out because there's nothing to pay.
The GAO ran an undercover test in 2024 and 2025, submitting 24 fictitious applications with false or missing documents.
Twenty-three were approved.
The same Social Security number was used for 125 separate policies in 2023.
At least 58,000 Social Security numbers receiving subsidies matched federal death records.
Health and Human Services Secretary Robert F. Kennedy, Jr. announced the Trump administration has already removed nearly 3 million fraudulent enrollees from the Obamacare rolls – with another 2.6 million still flagged for removal.
HHS estimates approximately $10 billion was stolen from American taxpayers between 2021 and 2024 as a direct result of Biden's dismantled guardrails.
"Why are we paying people we don't know if they actually exist?" Kennedy asked.
RFK Jr and Dr Oz Launch the Largest Healthcare Fraud Crackdown in American History
The Obamacare fraud revelations are one front in a crackdown that spans the entire federal healthcare system.
Just five days ago, the Justice Department announced the 2026 National Health Care Fraud Takedown – 455 defendants charged across 45 states for participation in schemes involving more than $6.5 billion in false claims submitted to Medicare, Medicaid, and other federal health programs.
The defendants included 90 doctors and licensed medical professionals.
One Arizona executive allegedly billed more than $1 million per patient for wound grafts, siphoning $2 billion from Medicare – then blew the money on mansions, luxury cars, jewelry, and a hotel he was building in the Philippines.
Acting Attorney General Todd Blanche stood with RFK Jr., Dr. Oz, and FBI Director Kash Patel to deliver the announcement.
"This is just the beginning," Blanche said. "Fraudsters can no longer rip off American taxpayers."
Oz reported that CMS froze more than $4 billion in suspicious claims before a single dollar left the building.
The agency revoked billing privileges for 1,403 providers and suspended 1,079 more during the two-week operation alone.
Kennedy put the blame exactly where it belongs.
"The Obamacare marketplace is plagued by fraud in large part because the Biden administration dismantled basic program integrity guardrails," Kennedy said.
Democrats don't want to answer for any of it.
They spent four years expanding a program they never bothered to police, collected the enrollment numbers as political trophies, and left American taxpayers holding a $10 billion tab.
Trump's team checked the receipts.
The Paragon Health Institute estimates that roughly 6.2 million exchange enrollees in 2026 were improperly enrolled – about 27 percent of total exchange enrollment – draining another $25 billion from American taxpayers.
That number will keep falling as RFK Jr. and Dr. Oz keep hunting.
"If you're a fraudster, here's our advice to you," Oz warned. "Do not walk away from us, run, because we are going to find you."
