Christopher Wray told the Senate under oath that the FBI had found no evidence of mail-in voter fraud.
Six weeks before the 2020 election, his own counterintelligence chief received a field report that said otherwise.
What she did next is now a federal criminal referral.
FBI Headquarters Seized Control of All 2020 Election Intelligence After China Mail-In Ballot Report
An FBI field report alleging China was manufacturing fake driver's licenses for fraudulent mail-in ballots originated in the Albany Field Office in late September 2020.
A confidential human source had passed word that the Chinese government was exporting those fraudulent documents into the United States to swing the presidential race toward Joe Biden.
Albany prepared the Intelligence Information Report by the book. A field official noted the tip "was coordinated and disseminated in textbook fashion" and saw no reason to recall it.
Within minutes, orders came down from FBI headquarters in Washington. Nikki Floris – then-Deputy Assistant Director of the FBI's Counterintelligence Division and head of the Foreign Interference Task Force – demanded the report be pulled before it could reach the Presidential Daily Brief.
"We'll get this back in a box!" Floris wrote to colleagues as she worked the phones to kill it.
When a criminal investigative official at the bureau objected that the tip met every standard threshold for further investigation, Albany was overruled.
After the recall was complete, FBI headquarters issued a new standing order: every field office in America would now route all raw election reporting through her team before it could be transmitted anywhere.
As she consolidated that control, Floris sent a message to another FBI official preparing the bureau's section of the Presidential Daily Brief.
"I'm basically running a shadow government across the FBI at this point," she wrote.
"Do what you have to do :)" the other official replied.
The Same FBI Playbook That Buried the Hunter Biden Laptop
This was not the first time Floris used her FBI post to tip the scales for Joe Biden heading into November 2020.
One month before she buried the China mail-in ballot report, Floris delivered a classified briefing to Republican Sens. Chuck Grassley and Ron Johnson – who were finalizing a report on Hunter Biden's foreign financial connections. Floris's briefing alleged their work had become "a target of Russian disinformation."
No evidence accompanied the briefing. Both senators concluded the real purpose was to plant that claim with a friendly reporter before the election. They were right – the allegation surfaced in the Washington Post weeks later, deployed to discredit the Senate investigation.
"Because there was no substance to the briefing," Sen. Ron Johnson told the paper, "I suspected that the briefing was being given to be used at some future date for the purpose that it is now being used."
Christopher Wray Testimony Drove the Decision to Kill the Report
The declassified documents, released by President Trump during a primetime address from the White House, make the motive transparent. Officials at FBI headquarters were not questioning the source's credibility. They were protecting Christopher Wray's credibility.
Wray had told Congress that July that the bureau had seen no evidence of coordinated mail-in voter fraud. A field report contradicting that sworn testimony – one headed for the Presidential Daily Brief – would have blown up his story five weeks before Election Day.
One headquarters official wrote down that among his reasons to suppress the tip was "the fact that it contradicts Director Wray's testimony to Congress."
At least one official inside the bureau warned that this logic was dangerous.
"My concern is that I think it gets dangerous if we cite potential political implications as reasons for not putting out our information," he wrote. His warning was ignored.
The Albany tip was briefly moved toward republication – then suppressed again by Floris's task force. In late October 2020, with less than two weeks before Election Day, a draft of the report was deleted entirely.
The same official who smeared the Hunter Biden investigation as Russian disinformation was simultaneously burying field intelligence on Chinese election interference.
Grassley – now chairman of the Senate Judiciary Committee – released the underlying emails in July 2025. Trump declassified additional documents and ordered the Justice Department to pursue criminal referrals this week.
Floris has since left the FBI. Her LinkedIn page has been deleted.
The pattern documented in these files is not a series of judgment calls. It is a coordinated operation – run from FBI headquarters, protected by a Foreign Interference Task Force leader who announced in writing what she was doing – to ensure that no intelligence damaging to Joe Biden's campaign reached anyone with the authority to act on it before the election.
Kash Patel's FBI investigated the suppression last year. Trump's Justice Department is now deciding what comes next.
