The first American baby born in 2025 had Chinese parents and arrived in Saipan.
That single birth is a window into what Obama quietly built in 2009 – and what Congress is now racing to dismantle.
New legislation just exposed a program so reckless it sounds made up.
How Chinese Birth Tourism in Saipan Went from 8 Births to Nearly 600 in a Decade
In 2009, Obama's Homeland Security Secretary Janet Napolitano created a categorical parole program giving Chinese nationals visa-free access to the Commonwealth of the Northern Mariana Islands for up to 45 days.
No tourist visa or State Department vetting.
Just land on American soil – the Northern Mariana Islands, including its capital Saipan, are U.S. territory – give birth, and fly home with a U.S. passport for your child.
Eight Chinese mothers gave birth in the CNMI in 2009.
By 2018, that number had exploded to nearly 600 – and foreign births in Saipan outnumbered births to actual residents.
More than 3,300 Chinese babies have been born in Saipan since the program launched, according to a VOA News investigation cited by Republican senators.
Biden made it worse.
In 2024, his administration created a second program – EVS-TAP – extending visa-free CNMI access for Chinese nationals even further.
Two Democrat administrations gave one long invitation to exploit America.
Reps. Tom Tiffany of Wisconsin and Chip Roy of Texas introduced the One Nation, One Visa Policy Act to end it.
Rick Scott of Florida, Jim Banks of Indiana, and Markwayne Mullin of Oklahoma are running the same fight in the Senate.
"For far too long, a dangerous loophole opened during the Obama administration and widened under the Biden administration has allowed pregnant women from China to travel visa-free to the Northern Mariana Islands," Tiffany said.
"America's laws must not be gamed, our generosity must not be exploited, and our national security must not be compromised."
Chinese Nationals Were Caught Near Andersen Air Force Base During a Live Missile Test
Saipan is 120 miles from Guam.
Guam hosts Andersen Air Force Base, Naval Base Guam, and the Marines' first new base in 70 years.
Chinese nationals have been using the CNMI visa loophole to enter Saipan legally, then paying criminal networks to take them illegally by boat to Guam.
In December 2024, seven Chinese nationals arrived by boat from Saipan and were arrested in Guam.
Four of them were found in the vicinity of Andersen Air Force Base while the U.S. Missile Defense Agency was running a live interception test.
Visa-free into Saipan, black-market boat to Guam, caught on the perimeter of the base where America was testing its missile defense systems in real time.
In February 2025, Kangle Jiang was sentenced to 30 days in prison after paying a local man to boat eight Chinese nationals from Saipan to Guam, several of whom were later found near sensitive military installations.
Sen. Joni Ernst has been direct: the CCP is using the visa loophole to spy on American military installations.
Since 2022, 118 Chinese nationals have been documented attempting to illegally enter Guam – several appearing on federal watchlists as potential security threats, according to the Heritage Foundation.
"Communist China has a track record for exploiting America's weaknesses to advance its interests and undermine our national security," Rick Scott said, "and the horrific reports of how they have exploited an Obama-era visa program is a prime example."
The CCP Is Using the 14th Amendment to Build a Generation of American Citizens Raised in China
Here is what separates Chinese birth tourism from every other version of this story.
Russian oligarchs send their wives to Miami to get a U.S. passport as insurance.
That is a nuisance.
What the CCP is running is a multigenerational infiltration operation – and investigative journalist Peter Schweizer just put hard numbers on it.
His book The Invisible Coup sat at number one on the New York Times bestseller list for three straight weeks.
The CCP's own estimates, cited by Schweizer, put the number at roughly 100,000 Chinese babies born on U.S. soil every single year – then taken back to China.
That is 750,000 to 1.5 million Chinese nationals, all holding U.S. passports, currently being raised in CCP schools.
These are not the children of dissidents fleeing communism.
They are the children of the Chinese elite – military officers, intelligence officials, CCP ministers – raised from birth inside a system that views America as the enemy.
They will be eligible to vote in American elections.
When they turn 21, they can sponsor both parents for green cards.
The People's Daily – the CCP's main propaganda publication – has run articles telling Chinese elites they have a "constitutional right" to obtain U.S. citizenship for their children.
This is a regime executing a long-term plan to inject a generation of loyal citizens into American society, American elections, and American institutions.
Schweizer calls them the Manchurian Generation.
And the U.S. government does not even track how many births have happened – because birth certificates in America do not record the nationality of the parents.
Washington has been flying blind for 15 years.
Trump Is Fighting This on Two Fronts Simultaneously
Trump's executive order targeting birthright citizenship is now at the Supreme Court.
The constitutional fight hinges on five words the 14th Amendment's authors actually wrote: "subject to the jurisdiction thereof."
Activist judges stripped those words out of American jurisprudence through decades of reinterpretation.
Trump is putting them back.
The Tiffany-Roy bill runs the legislative flank of the same battle – it does not wait for the Court.
It kills the visa program that delivers Chinese nationals to American soil in the first place.
No visa waiver, no Manchurian Generation.
Two fronts, one goal: close the door before the 2030 elections arrive and a million CCP-raised American citizens start voting.
Obama handed Beijing this weapon in 2009.
It has been loaded and aimed for 15 years.
Republicans are the only ones trying to take it away.
