European Censorship Group Sanctioned by Trump Just Found a Way to Make Itself Untouchable

Marco Rubio banned a British censorship group from America last December for using American tax dollars to blacklist conservative media.

Now that group just found a way to make sure no American president can ever shut them down.

They wrote it into their own documents – and the partner they recruited to co-author it reveals exactly how permanent they intend this to be.

How the Global Disinformation Index Blacklisted Conservative Media and Killed $200 Million in Ad Revenue

The Global Disinformation Index is a British nonprofit that scores American news outlets for "disinformation risk" and sells those scores to digital advertising networks.

Those networks use the ratings to cut ad revenue from any outlet GDI flags as dangerous – without GDI ever proving a single article was false.

GDI's December 2022 report branded The Daily Wire, The Federalist, The New York Post, Newsmax, The American Spectator, and The Blaze the "riskiest" outlets in America – making them toxic to advertisers overnight.

That report was actually written by students at the University of Texas at Austin – operating with minimum training, rushing to meet deadlines.

GDI then marketed that student project to digital advertising platforms.

Microsoft's Xandr ad network used GDI's blacklist to refuse advertising on conservative sites, and congressional investigators confirmed GDI secured nearly $650,000 in American taxpayer money from the State Department and the National Endowment for Democracy to fund the whole operation.

By GDI's own estimate, the operation drains approximately $200 million in annual advertising from the conservative media landscape.

GDI's definition of disinformation includes narratives directed against "institutions or scientific consensus" – which means a tweet questioning Fauci during COVID qualified as a punishable offense under their framework.

What the organization built wasn't a fact-checking service.

It was an invisible advertising tollbooth – and conservative media was permanently in the no-entry lane.

A Billion-Euro Censorship Fortress Designed to Survive the Next Republican President

Secretary of State Marco Rubio moved fast once Trump took office.

In December 2025, Rubio sanctioned GDI cofounder Clare Melford personally – barred from entering the United States – calling her one of the "agents of the global censorship-industrial complex."

The National Endowment for Democracy cut GDI's grants and recovered unspent funds.

In April 2025, Rubio shut down the State Department's Counter Foreign Information Manipulation and Interference office entirely, accusing it of spending millions to "actively silence and censor the voices of Americans."

GDI watched every one of those moves – and then drafted a blueprint to make sure it never happens again.

The September 2026 proposal draws €400 million from the EU budget, another €400 million from member governments, and €200 million from institutional investors the plan describes as "public-interest" aligned – a €1 billion endowment in total.

GDI policy director Richard Woods co-authored the plan alongside the Atlantic Council's Mark Scott – meaning the same transatlantic establishment network that helped build the original censorship apparatus is now designing its permanent replacement.

The fund's governing board would carry civil-society nomination rights – meaning organizations like GDI help select who controls the money.

The European Parliament and Court of Auditors would receive annual reports "without operational control over individual funding decisions."

Politicians get paperwork, not power.

An earlier companion proposal from April structured grants to run between five and seven years with a single renewal option – a funding window that could stretch to 14 years and outlast any administration that tries to cut it off.

The documents state the goal without apology: "Such a structure insulates democratic resilience funding from potential political renegotiation."

The Atlantic Council Co-Authored the Plan to Make Conservative Media Censorship Permanent

GDI just put in writing what the Left never says out loud: political accountability is the enemy, and a billion-euro wall between their operation and the voters who oppose it is the solution.

The globalist Atlantic Council spent years building the institutional architecture for global speech regulation – and now its senior fellow is designing the funding structure to make that system bulletproof against any future American election.

GDI already showed what it does with money and power – handed a blacklist compiled by undertrained college students to ad platforms, redirected hundreds of millions away from conservative media, and took American taxpayer dollars to fund the whole operation.

When Trump caught them, GDI called his response "authoritarian."

A billion-euro endowment does not change what GDI does.

It just guarantees no American election can ever stop it again.
