Hillary Clinton personally approved the plan to tie Donald Trump to Russia – and the FBI knew it.
Now Trump's transparency task force is cracking open Crossfire Hurricane – and something is still missing.
The FBI finished an internal report on this scandal in 2021 and has never let anyone read it.
The FBI OPR Report Crossfire Hurricane Prosecutors Need
The White House Government Transparency Task Force released a fresh wave of declassified Crossfire Hurricane material this week, including the newly revealed "Oxferd Comma" files.
Those documents showed, for the first time, that the FBI opened a secret investigation in 2017 accusing President Trump of firing James Comey because he was a Russian asset.
The same week Comey was fired, lead Crossfire Hurricane agent Pete Strzok texted Lisa Page: "I hesitate in part because of my gut sense and concern there's no big there there."
The FBI opened the investigation anyway.
But the Oxferd Comma files aren't the document investigative reporter Paul Sperry's sources are most alarmed about.
The missing file is a 400-page report – plus roughly 7,000 pages of supporting documents – produced by the FBI's own Office of Professional Responsibility in 2021.
The Office of Professional Responsibility is the bureau's internal disciplinary arm, the unit that determines whether FBI personnel broke the law or violated agency standards.
This is the FBI investigating the FBI.
When that unit completed its Crossfire Hurricane review five years ago, the report disappeared into the bureaucracy – absent from every declassification batch since, including this week's.
Sperry posted the alarm on X after the White House release dropped: "FBI HQ is inexplicably holding back from declassification a 400-page report (+~7k pp of supporting docs) by FBI OPR investigating the Crossfire Hurricane probe that implicates John Brennan + the Five Eyes (FVEY) in the 2016 intel op targeting Trump."
John Brennan Perjury Grand Jury Five Eyes
The Five Eyes intelligence partnership – the United States, the United Kingdom, Canada, Australia, and New Zealand – shares signals intelligence across member nations.
According to sources cited by Sperry, Brennan used those partners in 2016 to surveil Trump campaign associates in a way that bypassed American legal protections on domestic spying.
Declassified CIA briefing notes released by the White House show Brennan briefed President Obama directly on August 3, 2016 – four days after Crossfire Hurricane was opened – on intelligence showing Hillary Clinton had personally approved a plan to smear Trump by manufacturing a Russia-collusion story.
The FBI received that same briefing.
Crossfire Hurricane continued anyway.
Special Counsel John Durham later concluded there was no legitimate basis to open the investigation in the first place.
Now federal prosecutors in Fort Pierce, Florida, are running a grand jury that has issued subpoenas to Brennan and Comey.
Special U.S. Attorney Joe DiGenova's team already has Durham's complete files.
The 400-page OPR report would give those prosecutors something Durham never had: the bureau's own documented account of who made which decisions, when, and why.

This report would connect years of disjointed evidence – texts, FISA applications, foreign intelligence, internal emails, decision chains – into one picture of who did what, when, and on whose order.
Kash Patel FBI Declassification and the Missing Document
The report was completed in 2021, years before Kash Patel became FBI director.
He didn't create this situation.
But the file now sits inside the bureau he runs.
Sperry has since noted a correction: the FBI says other "equities" – meaning other agencies with classified equities in the document – are involved in holding up the release, not just FBI headquarters acting alone.
That answer raises a different question.
Which agency's equities are so sensitive that 7,400 pages of the FBI's own internal Crossfire Hurricane findings can't see daylight while a Florida grand jury is actively investigating the same conduct?
And why does the White House Transparency Task Force – the same task force that just declassified the Oxferd Comma files this week – not have authority to resolve it?
The Durham report found that the FBI had no legitimate predicate to open Crossfire Hurricane.
The Horowitz report found that FBI officials made "basic and fundamental errors" across multiple hand-picked investigative teams.
The OPR report is the document that connects all of them.
Americans have been waiting ten years for the full picture.
According to Paul Sperry, the FBI already drew it.
They just won't let anyone see it.
