Joe Biden gave Ukraine close to $35 billion in American tax dollars while his son sat on the board of a corrupt Ukrainian energy company.
Now declassified intelligence documents show Ukrainian officials and USAID insiders were plotting to send hundreds of millions of those dollars straight to Biden's re-election campaign.
Nobody in the Biden administration investigated it – and Tulsi Gabbard just found out why.
Ukraine Aid Scandal: The Clean Energy Cover That Was Built to Launder Money to Biden
The declassified report – a summary of raw intelligence intercepts from late 2022 – is as explicit as it gets.
"The Ukrainian Government and unspecified U.S. Government personnel, through USAID in Kyiv, reportedly developed a plan that would provide hundreds of millions of US taxpayer dollars to fund an infrastructure project for Ukraine that would be used as a cover to send approximately 90% of funds allocated to the DNC to fund Joe Biden's reelection campaign," the document states.
Ninety percent of the money – disguised as a clean energy infrastructure project – was destined for Democrat coffers.
The plotters weren't sloppy about it either.
"The plan included details of how subcontractors would be funded through U.S. companies so that how the funds were spent and allocated would be difficult to track," the declassified summary states.
Two American subcontractors were named in still-classified raw intelligence as the money conduits. Their identities were redacted from the version obtained by Just the News.
The schemers were even confident the project would survive initial scrutiny – get funded, let the money move, then let the project get quietly killed once the cash was already locked in and untouchable.
This wasn't a rough idea scrawled on a napkin. It was a laundering blueprint.
Biden Foreign Election Interference Was Reported in 2022 and Nobody Investigated It
DNI Tulsi Gabbard's team – now combing through USAID records to determine whether the plot was executed – has found no substantive evidence the allegations were examined on Biden's watch.
U.S. intelligence intercepted foreign government communications describing a conspiracy to steal American tax dollars and route them into a presidential campaign. Biden's intelligence apparatus had it in 2022. They buried it for three years.
The same people who spent four years manufacturing the Russia collusion hoax, wiretapping Trump campaign officials, and censoring conservatives couldn't find time to investigate a foreign government plotting to pad the sitting president's campaign account.
Gabbard has now asked USAID to pull every relevant record. A criminal referral to the FBI is on the table.
How USAID and Ukraine Corruption Made Biden's Money Laundering Scheme Possible
This didn't happen in a vacuum – and that's what makes it so damning.
Ukraine's own anti-corruption agencies raided the home of Andriy Yermak – Zelensky's closest ally and Head of the President's Office – in late 2024. He resigned. Ukrainian police separately arrested the deputy infrastructure minister for a €367,000 bribery scheme tied to generators bought during a national energy crisis.
Meanwhile, USAID's own inspector general flagged in 2022 – the same year these intercepts were collected – that the agency had "limited, and insufficient payments control or review mechanisms."
Certifying officers were pushing out payments with no meaningful oversight. In Ukraine specifically, contractor payment data wasn't required to be reported publicly.
The system wasn't just vulnerable to this kind of scheme. It was built for it.
Hunter Biden Burisma and USAID Were Connected Long Before the 2022 Intercepts
Hunter Biden joined the board of Burisma Holdings in May 2014 – days after his father became Obama's point man on Ukraine policy. Hunter and his partner Devon Archer were paid millions of dollars by a corrupt Ukrainian oligarch for their board positions, according to the Senate investigation led by Chuck Grassley and Ron Johnson.
Burisma – under active corruption investigation by Ukrainian and British authorities at the time – also landed a Memorandum of Understanding with USAID's Municipal Energy Reform Project just months after Hunter joined the board.
The same USAID apparatus now implicated in the 2022 intercepts was already cutting deals with the company paying Biden's son.
Sources close to Zelensky have offered to help Trump's DOJ produce Ukrainian witnesses with direct knowledge of the Biden family's foreign corruption dealings.
And Biden – who swore on camera he would never pardon his son – issued a blanket pardon in December 2024 covering every federal offense Hunter may have committed from January 2014 through December 2024.
That's the entire Burisma window.
That pardon wasn't a father protecting his son. It was a man making sure no witness, no document, and no intercept could ever put him in a courtroom.
The intelligence community had it in writing. Now the rest of America does too.
