Biden administration caught funding censorship of conservative news outlets

A bombshell investigation has uncovered documents through a Freedom of Information Act request showing how taxpayer money was misused to target conservative media during the Biden years.

The files, obtained by government watchdog Protect the Public’s Trust, show that the Global Disinformation Index (GDI), a foreign nonprofit, received U.S. government grants meant for fighting foreign disinformation. But instead, they turned their focus toward American conservative news outlets and worked to limit President Trump’s digital reach.

Michael Chamberlain, Director of Protect the Public’s Trust, said “The Censorship Industrial Complex was hard at work early in this decade, and they were using taxpayer dollars to do so.”

How the defunding operation worked

The documents reveal GDI’s own reports boasted about pushing advertisers away from what they labeled “high-risk disinformation sites” – a strategy they openly called “demonetization.”

Working with an unnamed tech partner, GDI’s effort reportedly slashed advertising bids by 50% for approximately 1,200 media websites between March 2020 and September 2021.

The financial impact was substantial – these outlets lost an estimated $100 million in revenue.

While specific websites weren’t named in certain sections of GDI’s reports, the group has publicly classified 10 major news sites as “highest-risk” in America. The vast majority were conservative outlets, including The New York Post, The Daily Wire, Newsmax, The Federalist, and The Blaze.

At the same time, GDI conveniently labeled left-leaning outlets like NPR, The New York Times, and ProPublica as “minimum-risk” platforms.

Congress-funded organization backed the operation

The National Endowment for Democracy (NED), which receives funding from Congress, tried to distance itself from the scandal. The NED claimed in February 2023 that it cut ties with GDI after discovering the organization was targeting U.S. media outlets, suggesting this work was funded by “a different donor.”

But the newly discovered documents tell a different story – GDI was openly reporting its American media targeting activities directly to NED in regular progress updates.

The deception appears deliberate. When applying for NED funding, GDI promised to focus on foreign countries like South Africa, Nigeria, India, Malaysia, and Mexico. Once funded, they redirected those resources toward American conservative media.

Trump was a primary target

The documents highlight how GDI celebrated its role in suppressing President Trump’s social media reach after his removal from social media platforms in January 2021.

The group cited a front-page article in The New York Times that referenced GDI’s research on the “dramatic drop in reach of Trump’s statements once the bullhorn of the social media algorithms was removed.”


Mike Benz, founder of the Foundation for Freedom Online and a former State Department official, criticized the findings saying, “I am absolutely disgusted by these revelations, as should be every American and every world citizen to see the U.S. government, under the Biden administration, actively funding a full-out campaign to pressure advertisers to defund private independent news sites who competed with the Biden State Department’s media narratives.”

Part of a larger censorship pattern


This revelation fits into a broader picture of government involvement in targeting political speech during the Biden years.

In 2022, the Department of Homeland Security’s Disinformation Governance Board collapsed amid controversy. Its temporary leader, Nina Jankowicz, had dismissed the Hunter Biden laptop story as disinformation before the story was later confirmed as authentic.

The GDI operation had a clear methodology for measuring “success” – they tracked how much advertising money they managed to remove from conservative outlets. Their “Dynamic Exclusion List” was distributed to major advertising platforms and brands to pressure them into blacklisting certain websites.

Besides NED funding, GDI also received financial support from the State Department’s Global Engagement Center, which has since been disbanded.

These documents reveal the extent of censorship operations during the previous administration.
