Plan called for monitoring “non-criminal behavior” of American citizens
The newly declassified document contains disturbing provisions that were deliberately hidden from the American public in the originally released unclassified version.
Most alarmingly, it directed the Department of Justice, the FBI, and the Department of Homeland Security to target “incidents of concerning non-criminal behavior” – essentially authorizing surveillance of Americans who had broken no laws.
According to John R. Lott Jr., writing for Real Clear Wire, “The Biden administration obliterated the line between lawful expression and criminal intent by encouraging federal agencies to monitor speech that involved no criminal activity.”
The plan instructed authorities to “provide resources to state, local, tribal, and territorial law enforcement that cover relevant iconography, symbology, and phraseology used by many domestic terrorists” – casting a dangerously wide net over constitutionally protected speech.
Biden administration targeted conservatives, Christians, and concerned parents
The revelations in the declassified document help explain the pattern of targeting that unfolded during Joe Biden’s administration, the latter days of which it’s unclear whether Jill Biden was effectively the acting President.
In 2022, an FBI whistleblower exposed a related document: the FBI’s “Domestic Terrorism Symbols Guide” for identifying “Militia Violent Extremists.”
This guide advised agents to be suspicious of symbols like “2A” and imagery referencing the Second Amendment, and even flagged historically significant emblems like the Betsy Ross Flag and Gadsden Flag as potential indicators of terrorism.
By December 2023, reports revealed that the FBI had categorized “certain Catholic Americans as potential domestic terrorists” – a shocking revelation that makes much more sense in light of this declassified plan.
Even more disturbing, FBI whistleblower Stephen Friend testified before Congress in May 2023 that he was tasked with recording the license plate numbers of parents who attended school board meetings and expressed concerns about topics such as critical race theory and gender ideology.
Financial warfare against political opponents
The Biden plan didn’t stop at surveillance and speech monitoring – it also called for expanding the Obama-era Operation Chokepoint to include “de-banking” of individuals based on “financial activity associated with domestic terrorists.”
This helps explain why some lawyers who represented President Trump after the 2020 election suddenly lost access to their bank accounts.
For example, Bank of America and USAA abruptly canceled John Eastman’s bank accounts without prior notice. Eastman, who served as an attorney for Trump after the 2020 election, was given no opportunity to respond to these actions.
Other conservatives were reportedly “de-banked” because of their “religious or political beliefs,” with no allegations of criminal activity in any of these cases.
